Yes, it is with a product called Florel. We used it to prevent crabapples from forming because they made such an incredible mess each year. It needs to be sprayed on while blossoming to be effective. It works!

yes with a chainsaw just start at the base of the tree if you cut the rest of the tree from the roots it wont blossom!!!hope this helps!
